This document outlines information relating to children and youths under 18 who will generally only qualify for concession entitlement as a dependant on their parent's concession card (that is if the parent qualifies for and is granted a card). Some children and youths under 18 years of age may qualify for a Low Income Health Care Card (LIC) in their own right, their foster carers for a Foster Child Health Care Card (FST) or Ex-Carer Allowance (child) Health Care Card (EHC) depending on their circumstances.

Dependants must meet certain age qualifications to be included on their parent's LIC. A young person who is under 19, is an FTB child and is a secondary student, is not qualified for a LIC of their own. They may be included on their parent's card instead.
