Examples of absence calculation and change in care calculations

This table describes examples on how to calculate the start and end date for coding of respite or hospitalisation days for Carer Payment (CP) and Carer Allowance (CA).

A carer provides care on Tuesday morning and the care receiver enters respite that same day. They provide care again on the Friday afternoon that the care receiver returns home from respite. This would result in a total of 2 TCC (respite) days being coded. The start date is Wednesday and the end date is Thursday.

This is because the carer is taken to have provided care on the Tuesday and again on the Friday. There are only 2 full 24 hour periods from midnight to midnight that the care receiver was absent.

Louise cares for nephew Michael. Louise has 5 TCC days remaining in July when Michael leaves Louise's care.

Louise then cares for Michael's brother Jon in September. The system will not allocate 63 TCC days for Jon, but will instead allocate Michael's 5 remaining TCC days to Jon. If Louise requires respite for 6 days, the payment for Jon will cancel. Louise is, however, entitled to 63 TCC days for Jon, as Jon is a new care receiver.

Sandra cares for son Allan. Sandra has 22 TCC days remaining when Allan passes away in March.

In October, Sandra cares for granddaughter Sophie. The system will not allocate 63 TCC days for Sophie, but will instead transfer Allan's remaining TCC balance (41 days) to Sophie. Sandra is, however, entitled to 63 TCC days for Sophie as Sandra is a new care receiver.

A carer departs Australia, without the care receiver on 1 June 2017 with an expected date of return 30 July 2017 (60 days).

  • Portability is recorded for the entire period 1 June 2017 to 30 July 2017 (60 days)
  • TCC (respite) will be recorded for the period 2 June 2017 to 12 July 2017 (41 days)

Due to the portability rules, the date of suspension of the carer's payments will be 13 July 2017 as payments is payable for 42 days only (payments will be received for the period 1 June 2017 to 12 July 2017 = 42 days).

TCC will only be recorded for 41 days (2 June 2017 – 12 July 2017) as it is assumed the carer provides care on the day of departure and TCC does not apply after the 12 July 2017 as payments will be suspended.
