Scenario

Considerations and outcomes

Dependent siblings Rose and Mariah both:

  • lodge YA claims on 3 March 2024
  • qualify for payment on 3 March 2024

  • Service Officer processing Rose’s claim notes that the claim goes to PSA so checks for any sibling claims before finalising the claim
  • Service Officer finds that Mariah has also lodged a claim
  • As both siblings are qualified on 3 March 2024, they are both in the family pool on that date
  • Rose’s claim is finalised and goes to PSA
  • When Mariah’s claim is processed, the system applies the PIT. With two siblings in the family pool on 3 March 2024 and based on their parents’ income, Mariah’s claim is granted (CUR status) when finalised
  • The system sends a ripple from Mariah’s record to Rose’s record during the PSA review period and Rose’s YA is granted. See Background for how dependent sibling claims are assessed

Dependent siblings Darcy and Damian both lodge YA claims:

  • Darcy is a continuing student and lodges their claim on 12 January 2024
  • Damian is a new student and lodges their claim on 18 January 2024. Their course starts on 1 February 2024

  • Service Officer processing Darcy’s claim notes that the claim goes to PSA so checks for any sibling claims before finalising the claim
  • Service Officer finds that Damian has also lodged a claim and notes that Damian does not qualify for payment until 1 February 2024
  • If both claims are processed without updating Darcy’s manual start date:
  • Darcy’s calculated start date on NDC is 12 January 2024, the system will assess Darcy’s entitlement on 12 January 2024
  • Even if both claims are processed on the same day, as Darcy is the only child in the family pool on 12 January 2024, their claim will reject Parental Income Too High (PIH)
  • Damian’s calculated start date on NDC is 1 February 2024. Damian’s claim will also reject PIH during the PSA review period because Darcy’s claim was rejected. Damian will be the only child in the family pool on 1 February 2024
  • To ensure the correct outcome, Service Officer codes a manual start date of 1 February 2024 on the NDC screen in Darcy’s claim and finalises the claim which goes to PSA
  • When Damian’s claim is processed the system applies the PIT. With two siblings in the family pool on 1 February and based on their parents’ income, Damian’s claim grants (CUR status) when finalised
  • The system sends a ripple from Damian’s to Darcy’s record during the PSA review period and Darcy’s YA is granted
