Legacy Proof of Identity (POI) tiered model A to Z documents 106-07080001



This procedure only applies to Centrelink International Services and some ABSTUDY claims. For Centrelink payments and services use the Identity Confirmation Dashboard in Process Direct, see Identity Confirmation.

This document outlines how to correctly assess and code legacy POI documents provided. This includes descriptors of names, address, etc. Verifying POI is important in assessing a customer's eligibility to a payment and service aligned to the Legacy POI tiered model. This document is used for claims lodged from overseas, see Identity documents A to Z for all other payments and services.

Australian Birth Certificate, in customer’s current or former name.

  • BCs from Papua New Guinea before 16 September 1975 are acceptable
  • BC from Cocos/Keeling Island post 1977
  • BC from Christmas Island post 1993

  • Note: a Request for Verification returned from the Registry of Births, Deaths and Marriages (BDM) should be coded as a Birth Certificate

  • Document Type: field
    • Australian Birth Certificate (BC)
    • Registration/Serial Number: field
    • Record the birth registration or entry number (do not confuse this with the serial, application or certificate number) and the four digit year of registration. If year of registration doesn't appear use year of birth, i.e. 123/1974
    • If the year of registration appears within the registration number it should be coded as yyyy, i.e. 123/74 should be coded as 123/1974
    • If the registration or entry number doesn't appear, code the place of registration and serial, application or certificate number and year of birth, e.g. Perth 123/01/1921x
    • If the serial number shows a letter at the end, e.g. N or C (which indicates a change of name), the coding of this letter is optional. However, where the certificate has details recorded on both sides, staff must ensure that other names listed are coded on the Customer Person Details (CPD) screen, see Aliases and other names (legal, preferred, sex and gender diverse customers, cultural considerations, etc.). Information about the Australian citizenship certificate used as a form of POI, coding them, and examples of documents.

Australian Citizenship or Citizenship by Descent Certificate in claimant's current or former name, or verification directly from the Department of Home Affairs via the Immigration Enquiry (RSIMME) screen or Residence Verification script.

  • Many children of new citizens are included on the reverse of the parent's certificate. If applicable, Service Officers should use the parent's Serial/Registration number for each child
  • Citizenship information populated on the Legal Residence Details (RSLEG) screen by the Department of Home Affairs datalink can be coded as 'AC', if it will not result in a points value (i.e. only for Commencement of Identity)

  • ADF cards are issued to full time and reserve members of the ADF
  • Family Identity Cards are issued to partner, spouse or children over 16
  • Some cards will have a strip 'Under 18' if the holder was under 18 when the card was issued
  • This strip will not be printed if the holder is over 18 when the card was issued. Its presence or absence does not matter for Centrelink POI purposes

Mail or counter issued statement for current savings, cheque or loan account in the claimant's name, with the same address as the claim, not more than 12 months old. Financial institution details must be included.

  • A debit card statement is acceptable, as it is generally tied to a savings account
  • Current Passbook in claimant's name
  • Note: passbooks or statements for bank accounts that are held in trust can only be accepted for the principal account holder not for the person for whom it is held in trust. Even if their name is also on the passbook or statement

  • Document Type: field
    • Bank Statement or Passbook (BS). Note: if a Bank Account Card (BA) and Bank Statement/Passbook (BS) is coded, the documents cannot be from the same financial institution
  • Registration/Serial Number: field
    • Bank State Branch (BSB) and Account number (e.g. 732814-529999)
