This document outlines the Community Development Program (CDP). CDP provides an integrated and flexible approach to participation and employment services for people living in 60 Department of Employment and Workplace Relations designated remote servicing regions in Australia.

There are 60 designated CDP regions. Each of these regions has 1 to 2 CDP service providers, resulting in a streamlined employment-servicing arrangement through a single point of access.

CDP providers are able to make commercial agreements with a range of external services to provide the assistance they need to deliver a successful employment, participation and community-development service in their region.

Job seeker registration under CDP + Read more ...

The participant's eligibility type for CDP employment services is determined by the Department of Employment and Workplace Relations. The following job seeker registration types will result:

These eligibility types are determined by the Department of Employment and Workplace Relations based on the answers provided on the Job seeker registration & provider referral information screen.

In Process Direct:

  • from the Process Direct landing page, select Customer Summary
  • key the customer's CRN, select Go
  • in the customer's record select > > Participation Summary > Job seeker registration & provider referral information

Remote Fully Eligible (RFE)

  • Participants who have been determined as being Fully Eligible for CDP Services and submit a new claim for a participation payment will be referred to the CDP provider in their region during the Participation Interview
  • An appointment is required to be booked for them with their CDP provider as part of the Participation Interview. For more information, see:
  • A Job Seeker Snapshot is not mandatory for RFE job seekers except for job seekers:
    • flagged as Vulnerable Youth or Vulnerable Youth (student), or
    • who are 55 years or older and Centrelink managed

Remote Community Volunteer (RCV)

  • RCV job seekers cannot be referred to a CDP provider by Services Australia. Job seekers wishing to be registered as a RCV should contact their local CDP provider

If staff attempt to refer a RCV job seeker via the Online Diary, the error message 'E009JW - 0 Centrelink cannot refer RCV Job seeker' will appear. Do not refer to the ICT Application Helpdesk.

  • A Job Seeker Snapshot cannot be completed by Services Australia for RCV job seekers
  • RCV job seekers are not subject to RapidConnect
  • A CDP appointment is not required for job seekers who are RCV

No provider referral required + Read more ...

Services Australia will be able to register job seekers, who need to be registered in order to access other assistance, but do not require referral to a CDP provider.

The following customers are the only groups that can be registered without a provider referral:

  • Customers who require a Department of Employment and Workplace Relations record for purposes of accessing referral to a Job Capacity Assessment (e.g. Disability Support Pension (DSP) claimants, Special Disability Trust)
    Note: an active or existing Job Seeker Snapshot is not required for this referral
  • Full-time students applying for supplementary allowance determination and other cohorts as required
  • Full-time students receiving Youth Allowance (YA) or Austudy who are transferring to a job seeker payment, such as JobSeeker Payment (JSP) and contact prior to ceasing studies but within four weeks of their Student End Date (SED)
  • Customers who require a Job Plan, including:
    • Principal Carer Parents who are fully meeting their part-time mutual obligation requirements who do not choose to volunteer for CDP services
    • people with a Partial Capacity to Work (PCW) who are fully meeting their part-time mutual obligation requirements who do not choose to volunteer for CDP services and whose Department of Employment and Workplace Relations record is no longer active from the time JCA was completed
    • PCW 0-14 hours per week who are considered volunteers in CDP services, who have not chosen to volunteer, but have a quarterly contact (QTI) as their compulsory mutual obligation requirement whose Department of Employment and Workplace Relations record is no longer active from the time JCA was completed
  • Customers participating in Small Business Coaching under Self-Employment Assistance

Transfer process where a participant has not changed address + Read more ...

A participant seeking a transfer to CDP or Workforce Australia should first discuss the request with their current provider.

The participant needs to phone/email the Department of Employment and Workplace Relations (DEWR) National Customer Service Line (NCSL) to request the transfer and provide a business case to demonstrate an extenuating circumstance for the request to be considered by the NCSL.

Where appropriate, a third party such as a caseworker or representative from a relevant agency who has knowledge of the participant’s circumstances may support the participant with their request.

Third party consent (verbal consent) will apply to the call in progress to the NCSL. To gain consent, Proof of Identity (POI) must be completed with the participant, and consent obtained to speak to the advocate/third party for the duration of the call.

If a participant would like to appoint an authorised nominee to speak and act on their behalf on an ongoing basis, they can request a NCSL Nominee arrangement by completing the NCSL Nominee Form.

Should the NCSL consider the request to be an acceptable extenuating circumstance they will escalate the request to both the National Indigenous Australians Agency (NIAA) and DEWR to raise with the relevant CDP and Workforce Australia providers for consideration.

If either provider expresses an unwillingness to accept the transfer, they are requested to provide the reasons for the decision, so that this feedback can be provided to the participant.

The request to transfer the participant will be finalised and actioned by the NCSL when they receive confirmation from both the NIAA and DEWR that both providers agree to the transfer.
