Searching for the sibling Centrelink record

Make sure all relevant siblings have been searched in the system in all environments by undertaking a national search.

See Searching for a customer on the system.

Contact the parent/guardian to invite a Family Tax Benefit (FTB) claim

If the sibling meets age requirements for FTB and does not have a record, an FTB claim is required to determine if:

  • they can be considered an FTB child under family assistance law
  • any shared care arrangements exist

This information is required to determine a sibling’s inclusion in and contribution to the family pool.

Make a genuine attempt to contact the parent/guardian by phone. If the attempt is unsuccessful, issue a Q369 - Invite to claim for Family Assistance and Parental Leave Pay.

If the update relates to a claim or change of circumstance, do not hold the claim or transaction pending assessment of the FTB claim. If all other required information has been provided, complete the claim or transaction.

If payment cancels or rejects Parental Income too High (PIH), contact the customer to advise that they can request a re-assessment if there are changes to their family circumstances within 13 weeks of cancellation/rejection notification.

Customer record identified for linking to a sibling

If a customer's record has been identified as needing action to create or delete a link to a sibling and the jobseeker, student or Australian Apprentice online claims and Assisted Customer Claims (ACC) are processed in Process Direct, the Relationships icon will auto link any identified siblings linked to the same parent/guardian. See Creating, updating and ending Parental Income Test (PIT) links for dependent student, Australian Apprentice and job seeker customers.

For claims not processed in Process Direct and for change of circumstance assessments, use the PIT Sibling Selection (NPSS) screen to manually create or delete a link to a sibling.

For ABSTUDY and Assistance for Isolated Children (AIC) claims and changes of circumstances:

  • Select the ISS system
  • Go to the PIT Sibling Selection (NPSS) screen using one of the following options:
    • The new claim screen flow
    • Select an outstanding Parental Income Test (PIT) related activity from the Activity List (AL)/Future Activity List (FAL) screens, or
    • Key NPSS in the Next: field and select [Enter]

For Youth Allowance (YA) changes of circumstances assessments:

  • Select the NSS system
  • Go to the PIT Sibling Selection (NPSS) screen using one of the following options:
    • Select an outstanding Parental Income Test (PIT) related activity from the Activity List (AL)/Future Activity List (FAL) screens, or
    • Key NPSS in the Next: field and select [Enter]

PIT Sibling Selection (NPSS) screen

The PIT Sibling Selection (NPSS) screen displays a list of siblings identified by the system.

  • Siblings listed in the Current PIT Siblings: field have been linked to the parent with a link type of 'PIT' (Parental Income Test)
  • Siblings listed in the Other Siblings: field have been linked to the parent with a link type of 'STA' (School Term Allowance), 'EIC' (Assistance for Isolated Children (AIC) student) and 'CHI' (child record for an eligible Family Tax Benefit (FTB) child)

Check the entries on the screen. To obtain more details for each sibling listed, key 'X' beside the sibling and select [Enter] to expand the details.

Note: if further details of siblings are needed, key 'L' beside the sibling and select [Enter] to display the sibling's record.

Determine if a link is to be created or deleted

Note: only one record can be actioned at a time.

Data Quality Unit (DQU) multiple CRN assessment

Note: if the customer shows as a sibling, a multiple record exists.

When a multiple record is MLC linked to a customer's primary record, the Multiple and Intertwined Warning (MIW) screen will display with the following message on access:

  • 'This record has been assessed as a multiple and cannot be used for the customer. The customer's primary record is 123 456 789X. Do you wish to proceed? 'N'
  • Enter 'Y' to access the record in 'read only' mode. If updates are needed on a read-only multiple record, contact the Data Quality Unit (DQU) to request access. See the Resources page for contact details

Check if DQU (office code NA8) has assessed the case via the Document List (DL) screen. A Display on Access (DOA) DOC will have region code NA8.

Have the records already been linked and updated by the Data Quality Unit (DQU)?

  • Yes, DOA DOCs on the records indicate which record is the primary and no further action is required. See Table 2 > Step 6
  • No, do not make any updates to the records until DQU has determined which record is the primary CRN. Refer CRNs to DQU using the Multiple CRN Referral Fast Note

Foster child check

Check if the customer is recorded as a foster child:

  • Go to the PIT Parent Selection (NPPS) screen
  • Select the parent record. The Other Customer Links (OCL) screen will display

If the customer is recorded as a foster child, FSP will display in the To: field on the OCL screen.

To create a PIT link to siblings:

On the PIT Parent Selection (NPPS) screen:

  • Key 'I' (for Insert) against the record to be linked from the Other Siblings: field, and select [Enter]
  • Complete the Source: and DOR: fields if not already filled and select [Enter]

On the PIT Sibling Details (NPSD) screen:

  • The Link Start Date will default
  • The Dest Svc Rsn will default to PAR (Parent). If the parent/guardian of the sibling is a step-parent, change this field to STP.
    For ABSTUDY only, if the guardian of the sibling is a Foster Parent, change this to FSP
  • Check an 'I' (for Insert) is entered in the Action: field for the first listed parent/guardian
  • Select [Enter]
  • Repeat this step on the NPSD screen for the second parent if applicable

Go to Step 6.

To delete a link

A sibling link can only be deleted on a 'CHI' record. If a sibling has their own 'person' record, amend the actual sibling record.

Continue with the deletion

On the PIT Parent Selection (NPPS) screen:

  • Select the relevant record
  • Select [Enter]

On the NPSD screen:

  • key 'D' (to delete) in the Action: field
  • Complete the Source: and DOR: fields if required
  • Select [Enter]

Inclusion in family pool

The Family Pool Summary (NSFP) and Dependent Youth Rate Summary (!DYRSUMM) screens show children that are contributing to the family pool.

If a child aged 16-19 years should be in the family pool but does not display on NSFP or !DYRSUMM, study information may need to be updated using the Child Education Details workflow.

Is this update part of a new claim?

  • Yes, continue assessing the new claim. Procedure ends here
  • No, go to Step 7

Finalise activity

Finalise the activity on the Assessment Results (AR) screen.
