1 | Eligibility for JSRO/NRRR job seeker
JSRO/NRRR registration is completed as part of the Participation Interview or Job Seeker Registration workflow from the Participation Summary. Check if the job seeker is eligible for registration as a Fully Eligible Participant (FEP) or Volunteer. If the job seeker is in a Remote Australia Employment Service (RAES) region, they will not be eligible for registration as FEP or as a volunteer. The system will determine if the job seeker is Remote Fully Eligible (RFE). If the job seeker does not meet conditions for registration as a FEP or as a volunteer, JSRO/NRRR registration is applicable for the following groups: - job seekers requiring a Department of Employment and Workplace Relations (DEWR) record to be referred for an Employment Services Assessment (ESAt) or in the case of customers claiming or receiving Disability Support Pension (DSP), referred for a Job Capacity Assessment (JCA)
- full-time students applying for a supplementary allowance determination
- full-time students receiving a student payment who are transferring to a job seeker payment, and contact prior to ceasing studies but within four weeks of the Student End Date (SED)
- the following groups who require a Job Plan but do not choose to volunteer for employment services:
- principal carers currently meeting their Mutual obligation requirements for principal carers
- principal carers with long term exemptions from their mutual obligation requirements (greater than 16 weeks)
- mature age 55+ fully meeting their mutual obligation requirements (identified as part of the Participation Interview (PI) or standalone workflow) These job seekers are not required to be referred to employment services
- job seekers in receipt of Carer Allowance (CA)
- people with a Partial Capacity to Work
- people who have been assessed as having a capacity of 0-14 hours per week and are considered volunteers for employment services
- customers who are participating in Small Business Coaching under Self-Employment Assistance presenting to Services Australia after the 39 weeks of participation to claim income support

2 | Select appropriate tool for JSRO/NRRR registration
Note: for customers registering as JSRO/NRRR to access an ESAt/JCA referral or to complete a Job Plan, registration must be completed prior to the ESAt/JCA referral or Job Plan negotiation. Open Process Direct. For customers who: - submit an online claim or a Service Officer has completed the Assisted Customer Claim (ACC) workflow, once in the claim:
- select
> Participation Interview > Job seeker registration & provider referral information > Start job seeker registration
- currently receive a payment:
- select Customer Summary from the Process Direct Landing page
- enter the customer's CRN, select Go
- in the customer's record select
> Participation Summary > Job seeker registration & provider referral information > Start job seeker registration

3 | Update Job Seeker Registration screen
The Job Seeker Registration screen displays as part of Participation Interview and Job Seeker Registration workflow. Note: if the customer is already an active job seeker and connected with a provider, the registration cannot be changed to JSRO/NRRR. The Participation Interview will recognise if the customer is JSRO/NRRR, however the customer can be assessed for further assistance. For the question 'Set Job Seeker Registration as No Provider Referral Required?' select appropriate reason from the drop down options shown below. - DSP Customer
- Full-time Student (FTS) within 4 weeks of Student End Date (SED)
- Principal Carer (PCP) meeting requirements
- Principal Carer (PCP) with long term exemption
- Partial Capacity to Work (PCW) meeting requirements
- Mature Age 55+ meeting requirements
- Carer Allowance (CA) recipient meeting requirements
- PCW 0-14 hrs
- FTS applying for supplementary allowance
- Self-Employment Assistance participant
- Special Disability Trust
Complete remaining questions on screen and select Next. Job Seeker Snapshot screen will display. |
4 | Assessment of requirement for Job Seeker Snapshot
A JSRO registered job seeker requires a Job Seeker Snapshot if the customer wants to access other employment services providers or other additional assistance such as a referral to an Employment Services Assessment (ESAt), Inclusive Employment Australia (IEA), Workforce Australia, Skills for Education and Employment (SEE) or Adult Migrant English Program (AMEP). NRRR registered job seekers will only require a Job Seeker Snapshot if an ESAt is required. If a job seeker does require a Job Seeker Snapshot: Note: if 'FTS transfer within 4 weeks SED' is selected, staff must complete the Job Seeker Snapshot. If a job seeker does not require a Job Seeker Snapshot: - select No to 'Do you wish to conduct a Job Seeker Snapshot for this customer'
- select The customer requires a "Job Seeker Registration Only" registration type to 'Reason for not conducting a Job Seeker Snapshot'
- select Next, the workflow will complete
Tell the job seeker their Job Seeker Identification Number (JSID) at the end of the interview. Procedure ends here. |
5 | Review JSRO/NRRR registration
If a job seeker is no longer eligible for a JSRO/NRRR registration, such as principal carer not meeting mutual obligation requirements, the JSRO/NRRR flag must be removed and the job seeker's registration changed to Fully Eligible Participant (FEP)/Remote Fully Eligible (RFE). - The JSRO/NRRR flag will be automatically removed at the SED+1 for those full-time students transferring to a job seeker payment
- For all other JSRO/NRRR job seekers, the flag must be reviewed and removed manually from the Job Seeker Registration screen within the Job Seeker Registration workflow when it is no longer appropriate. When the JSRO/NRRR registration flag is being removed, ensure that the Job Seeker Snapshot is completed as appropriate. See Conducting a Job Seeker Snapshot interview
- There is no Issue displayed specifically to review the JSRO/NRRR registration flag. However, a JSR/UPD activity as listed below, will be displayed on the job seeker's record on the Activity List (AL) screen prompting the Service Officer to change the Job Seeker Registration type:
- for JSRO with a 'JSC', 'TDI' and 'FEP' keywords
- for NRRR with a 'JSC', 'TDI' and 'RJC' keywords
