An application for a COA was lodged on 15 July 2020, the earliest date a decision could start would be 15 January 2019, determined as follows:

Application date: 15 July 2020

The last day of the 18 month earlier period: 14 July 2020

The first day of the 18 month earlier period ending 14 July 2020: 15 January 2019.

18 months from the date before the application date where there is no corresponding day in the month

If an application is made on a day which does not have a corresponding day in the month 18 months earlier, the 18 month period commences on the last day of the month which is 18 months earlier.

An application for a COA was lodged on 31 August 2024, the 18 month period ends on 30 August 2024. As there is no corresponding day in the month 18 months earlier (February 2023), the 18 month period starts on 28 February 2023, determined as follows:

  • Application date: 31 August 2024
  • The last day of the 18 month earlier period: 30 August 2024
  • The first day of the 18 month earlier period: 28 February 2023
