This document outlines which qualifying income support payments can attract Pensioner Education Supplement (PES) and ABSTUDY PES.

Qualifying Social Security payments for PES include:

  • Carer Payment (CP)
  • Disability Support Pension (DSP) including Disability Support Pension Blind (DSB)
  • Parenting Payment (PP) (single)
  • Special Benefit, if the person is a single parent

Additional qualifying Social Security payments for PES include:

  • JobSeeker Payment (JSP), as a single principal carer
  • JobSeeker Payment (JSP), or Youth Allowance (YA) (other) with a partial capacity to work (for ABSTUDY PES only)

Veterans’ Affairs (DVA) payments + Read more ...

Qualifying DVA payments for PES include:

  • Invalidity Service Pension
  • Partner Service Pension, and the customer’s partner receives Invalidity Service Pension
  • Carer Service Pension
  • Income Support Supplement
  • Veteran Payment

Is the student in receipt of one of the above payments?

Dependent child + Read more ...

Customers may also qualify for PES if they have a dependent child and receive one of the following payments:

  • War Widow/ers Pension
  • Disability Pension (including TPI)
  • Wholly Dependent Partner payment
  • Ongoing Permanent Impairment payment
  • Special Rate Disability Pension

ABSTUDY PES + Read more ...

For ABSTUDY PES customers in receipt of JobSeeker Payment (JSP), or Youth Allowance (YA) (other) are required to meet additional criteria to be eligible for ABSTUDY PES.

Customers who were granted ABSTUDY PES when they were receiving:

  • PPS will retain eligibility if all of the following apply. They:
    • are still completing the same course of education or study
    • lost eligibility for PPS as a result of the youngest child turning 14
    • transferred from PPS directly to JSP as a single principal carer
  • DSP will retain eligibility if all of the following apply. They:
    • are still completing the same course of education or study
    • have a partial capacity to work
    • transferred from DSP directly to JSP or Youth Allowance (YA) (Jobseeker)

The student is not eligible for PES or ABSTUDY PES.

Qualifying payment for ABSTUDY PES + Read more ...

The student may qualify for ABSTUDY PES.

They may also qualify for PES but cannot receive the two payments at the same time, as they would be subject to a Multiple Entitlement Exclusion. Identify which PES payment is most advantageous to the students and trainees.

Basic qualifications for PES + Read more ...

To qualify for PES, a student must meet all of the following:

  • be receiving a payment that attracts PES
  • satisfy the residence requirements for PES
  • be of PES age (at least 16 years of age or have reached the minimum school leaving age and be considered independent), and
  • be undertaking qualifying study

Does the student satisfy the above requirements?

  • Yes, if the customer has:
    • Submitted an online claim for PES see Assessing Claim for Pensioner Education Supplement (PES)
    • Not submitted a claim for PES advise the customer of their claim lodgement options
      - encourage them to claim online
      - if the customer cannot, or does not want to claim online, advise them they can claim verbally via Assisted Customer Claim (ACC)
      - if they do not want to claim online of via ACC, issue the SY004 form. Use the S075M form as an abridged claim if reclaiming within 52 weeks of last receiving PES
  • No, the student is not qualified for PES. Check if the customer is eligible for another payment type, see Identifying the most beneficial payment for students or Australian Apprentices
