Payment choices and eligibility for the EMSN FTB A threshold

Note: once a family becomes eligible for FTB A Safety Net they are eligible for the remainder of that calendar year even if FTB A payments stop during that calendar year.

How payment choices affect eligibility for the EMSN FTB A threshold

Table 1: This table describes how payment choices for FTB A will affect eligibility for the EMSN FTB A threshold.

If the family chooses	then …	For example
to receive a fortnightly FTB A payment	their eligibility for the EMSN FTB A threshold starts from the date of their first fortnightly payment for the rest of that calendar year.	Where a family receives a FTB A payment on 1 May 2016, they are considered eligible for the EMSN FTB A threshold from 1 May 2016 for the remainder of the 2016 calendar year.
to receive a lump sum payment and they are paid the lump sum payment in the current financial year	they are eligible for the EMSN FTB A threshold for the following calendar year.	If for the 2015-16 financial year they received FTB A payment on 21 September 2015 then they are eligible for the EMSN FTB A threshold from 1 January to 31 December 2016.
to receive a lump sum payment and they receive the lump sum payment in a previous year	they are eligible for the EMSN FTB A threshold from the date they receive the payment for the remainder of that calendar year.	If for the 2014-15 financial year they received an FTB A payment on 3 March 2016, then they are eligible for the EMSN FTB A threshold is from 3 March to 31 December 2016.

RFTB	NOTIFY PBS	Y - Yes	Record the Medicare card number, customer reference number (CRN), patient name and address and any other relevant information on a Medicare Safety Net query form. This form will be transferred to PBS and the entitlement record corrected.
RFTB	PAYMENT TYPE	F - Fortnightly D - Deferred A - ATO C - Centrelink T - Top-up U - Past Period W - ATO Lump Sum	To define the difference between a fortnightly payment, deferred payment (F and D) and an annual payment (A and C). Payments will be displayed as follows on the RFTB screen: Value of F in the PAYMENT DATE field will be populated with the fortnightly payment date and the FNL YEAR field will be populated with the value of N/A Value of D in the PAYMENT DATE field will be populated with the deferred date and the FNL YEAR field will be populated with the value of N/A Values of A or C in both the PAYMENT DATE field and FNL YEAR field will be populated with the date and year Value of T in the PAYMENT DATE field and FNL YEAR FNL Year N/A or 2004 Value of U in the Payment Type field FNL Year 2004 Value of W in the Payment Type field FNL year 2004

Message	Description
PBS2744	You have entered invalid search details for search file F. Only a Medicare card number or customer reference number (CRN) can be entered, a search by any other field is invalid.
PBS2745	The Medicare CARD number you have entered does not link to a CRN on the patient database. Please enter the patient's CRN to find FTB A details
PBS2746	This patient does not have FTB A entitlement. Check keying and try again.
PBS2747	The Medicare CARD number you have entered may not be linked to all FTB A entitlement records. To ensure a full search is performed of the FTB A database, please enter the CRN.
