Customer returned a Proof of Life Certificate more than 13 weeks after their payment was cancelled. Proof of Life legislation allows the pension to be restored without arrears. System limitation will not allow for restoration of payment with a break in payment. Payment has been restored using BA screen. Arrears have been manually zeroed for the period from date of cancellation to the day before receipt of the Proof of Life Certificate – XX/XX/XX to XX/XX/XX. Future re-assessments over the same period will need to consider the zeroed arrears.
Arrears from XX/XX/XX have been released to customer’s bank account.
Validating the Proof of Life Certificate and authorised certifiers
A valid Proof of Life Certificate must be completed, signed and verified by authority.
Note: the certificate can be signed by a Correspondence nominee (NOC) or Power of Attorney (POA). The certificate must be signed and dated by the NOC or POA and the authorised certifier within a 7 day period.
If the customer is unable to sign the certificate and the certificate is signed by another person on the customers behalf who is not a NOC or POA, evidence must be provided.

Persons authorised to verify a Proof of Life Certificate:
- Official of a local or regional government authority (for example, municipal authority)
- Official of a pension agency
- Lawyer/solicitor/barrister of a law court
- Police officer
- Australian Embassy/Consulate/High Commission
- Judge/Magistrate of a law court
- Registrar of a law court
- Justice of the peace or equivalent
- Notary public or equivalent
- Medical doctor who is registered/licenced to practice by the country’s relevant competent authority
The authorised certifier must have verified the identity of the person and sighted the person who is in their physical presence. Sighting the person through video conferencing does not comply with the requirement.
