Tasmanian Freight Equalisation Scheme (TFES) 043-05030000



This document outlines the TFES and how to claim TFES assistance.

Assistance for shippers

TFES was introduced on 1 July 1976 to address the sea freight cost disadvantage experienced by Tasmanian industries. The Scheme assists shippers who transport eligible goods by sea between Tasmania and the Australian mainland. Shippers can make claims for TFES assistance directly to Services Australia, after paying the freight costs.

Delivering government services

Services Australia administers TFES on behalf of the Department of Infrastructure, Transport, Regional Development, Communications and the Arts. The Scheme operates under a set of Ministerial Directions approved by the Minister for Infrastructure, Transport, Regional Development, Communications and the Arts.

Receipt of TFES form in a Service Centre

Service Officers in Service Centres who receives TFES forms must date, scan the forms and email to the Tasmanian Transport Programs team on the day they are received. Do not scan to the customer record.

TFES and BSPVES Workload Management Tool

The TFES and BSPVES Workload Management Tool is a work allocation and work management tool within the Business Online Staff Services Portal.

The TFES and BSPVES Workload Management Tool can be accessed via SharePoint. Provisioned access to the TFES and BSPVES Workload Management Tool is requested via the ICT Security Portal (ISP) (ISP Category: ACF (SAMS) - PROD - TFES).

There are 3 provisioned access types for TFES Service Delivery:

  • Assessor Access, allows staff to:
    • view their own allocation
    • view their list of completed claims
    • view their own QA details and comments
    • search a claim ID to view the status of the claim, comments and the Service Officer it is allocated to
    • create a new work item/activity
    • allocate work item/activity to any Service Officer (including themselves)
    • reallocate work from one Service Officer to another
  • Team Leader Access, allows staff to do the same as Assessor Access
  • QA Access, allows staff to do the same as Team Leader Access and:
    • record quality assurance (QA) information on a work item/activity

Non-claim work is added to the TFES and BSPVES Workload Management Tool by either the:

  • TFES Administration Service Officer, or
  • TFES Support Box portfolio holder

They then allocate the work activity to a Service Officer.

Claims work is added to the TFES and BSPVES Workload Management Tool and allocated to Service Officers by Operations Management.

Core Activity types include:

  • TFES - Northbound and southbound domestic claim assessment
  • TFESE - Sport / Entertainer claim assessment
  • TFESH - Horse claim assessment
  • KIFG - Intrastate (King Island and Furneaux Group) claim assessment
  • TFESX - Northbound other markets claim assessment
  • TFESI - Imported goods claim assessment

Service Officers who cannot action an allocated activity, need to email their supervisor with the following:

  • details of the claim, including claim ID (if applicable)
  • claimant code
  • work type, and
  • reason for request to reallocate

Services Officers can:

  • view all allocated work:
    • select your name from the Role User dropdown menu in the Search for activities page
    • select Search
  • view specific allocated activities:
    • select the activity type from Work Type code dropdown menu
  • search for a claim that is unallocated, or allocated to another Service Officer:
    • enter the claim ID into the search by Claim ID field
  • view a completed activity:
    • an activity completed in error will need to be created as a new activity
