Recognised disability for review purposes only

In deciding when to treat a disability or condition as a recognised disability for review purposes, a delegate can apply discretion to disabilities and conditions that display a consistently high level of severity but are rare in the community, for example, CHARGE syndrome.

Provisions of recognising a disability for review purposes-only are the exemption cannot be applied to 2 consecutive reviews (that is, the recognised disability review procedure only applies if the child was assessed under the Child Disability Assessment Tool (CDAT) or Disability Care Load Assessment Determination (DCLAD) at the previous review)

Developmental milestones and milestone reviews

For the purposes of Carer Allowance (CA) (child), developmental milestones are the stages of a child's development at which the child should be able to perform additional functional abilities according to their chronological age.

A CA only child with a 'recognised disability' will not generally be subject to milestone reviews. However, where the inclusion of a disability or medical condition on the 'Lists of Recognised Disabilities' (as being either a 'Recognised disability' or a 'Recognised medical condition') indicates that a review is necessary at a certain age, or after a specific period, or after a specific treatment, the care receiver will be reassessed. Note: the ages for which a milestone review will occur are slightly different to the ages listed as developmental milestones. This is because the review milestones group together various developmental milestones to reduce the frequency of required reviews.

The developmental milestones are:

  • 1 month to '<' 6 months
  • 6 months to '<' 1 year
  • 1 year to '<' 2 years
  • 2 years to '<' 3 years
  • 3 years to '<' 4 years
  • 4 years to '<' 6 years
  • 6 years to '<' 9 years
  • 9 years to '<' 12 years
  • 12 years to '<' 15 years
  • 15 years and over

Recognised disability for certain periods of time

Some disabilities are included on the list of recognised disabilities with time limitations. Some examples of such disabilities are severe multiple or physical disabilities, including uncontrolled seizures (SMS), requiring constant care and attention while the child is less than 6 months old.
