Employment Provider Services - Fully Eligible Participant

JobSeeker Payment, Youth Allowance (other) and Special Benefit or Parenting Payment customers with mutual obligation requirements

Includes income support payment customers who are meeting their mutual obligation requirements and who elect to participate in Employment Provider Services such as:

  • principal carer parents and people with a Partial Capacity to Work who are fully meeting their requirements through part-time paid employment or study and who do not have a requirement to remain connected to their Employment Provider, but may elect to participate in Employment Provider Services
  • mature-age (aged 55 years and over) job seekers who are meeting their mutual obligation requirements and who may elect to participate in Employment Provider Services

Fully Eligible Participants who are fully meeting their part-time mutual obligation requirements or who are currently subject to an exemption granted by Services Australia may voluntarily elect to participate in Employment Provider Services. If they choose to do so, they can continue as a Fully Eligible Participant.

Disability Support Pension (DSP) customers with compulsory requirements

DSP customers aged under 35 years with a work capacity of 8 or more hours per week (without a youngest child under 6 years) will have compulsory participation requirements and are fully eligible for Employment Provider Services.

Pre-release prisoners

Prisoners must be in the final 12 months of their sentence and be approved by corrective services case managers. They must also be:

  • an adult pre-release prisoner, even those not on an income support payment, that has been referred to Employment Provider Services by a State or Territory correctional service officer and directly registered by a Provider, or
  • a detainee or prisoner aged 15 to 21 who is not in full-time education or training and who has been registered with Services Australia as looking for work

Labour Adjustment Package (LAP) or Structural Adjustment Package (SAP) job seekers

Participants who are identified with a LAP or SAP special client indicator will be able to receive Employment Provider Services.

Job seeker undertaking a Program of Support

People who apply for Disability Support Pension (DSP) and DSP customers subject to review (without compulsory requirements) who are required to undertake a Program of Support (and not eligible for Disability Employment Services or the Community Development Program) are fully eligible for assistance while they undertake their Program of Support requirement. They must remain connected or not Exit for more than 13 weeks.

Participants who do not remain connected or who complete their Program of Support may in future be eligible to access Workforce Australia Online as a volunteer.

Special Benefit customers

Nominated Visa Holders (including Temporary Protection Visa Holders and Safe Haven Visa Holders) receiving Special Benefit have mutual obligation requirements and are fully eligible for Services.

Other Special Benefit customers are fully eligible for Services but have voluntary requirements with their Employment Provider.

New Zealand non-protected Special Category Visa holders eligible for JobSeeker Payment or Youth Allowance

New Zealand citizens who are non-protected Special Category Visa holders may be eligible to receive an income support payment for up to 6 months with the associated Employment Provider Services assistance if they have lived in Australia continuously for 10 years beginning on or after 26 February 2001.

These participants are ineligible for Self-Employment Assistance.

Visa Holders with working rights attached, not on income support, including temporary residents

With the exception of working holiday visas.

Vulnerable Youth and Vulnerable Youth (Student)

Young people not receiving income support payments, who are aged 15 to 21, not working 15 hours or more per week, not in full-time study, and have at least one serious non-vocational barrier, are eligible for Workforce Australia Services as a Vulnerable Youth.

Full-time students aged 15 to 21 years who present in crisis and have at least one non-vocational barrier are eligible for Workforce Australia Services as a Vulnerable Youth (Student) if no appropriate youth services are available in the local area.

Newly Arrived Refugees

Newly arrived refugees receive a mutual obligation requirements exemption for their first 13 weeks in Australia. There are a number of factors that determine when a newly arrived refugee needs to be referred to Workforce Australia and the level of servicing they will receive. See Refugee entrant service offer.

Employment Services as a volunteer (Workforce Australia Online Volunteer)

Job seekers who are:

  • not in receipt of a Services Australia income support payment; or
  • who are receiving income support and do not have mutual obligations or compulsory requirements, if they have the right to work in Australia
  • young people not receiving income support payments who are under school-leaving age, including those under 17 years, can be registered only if they have permission to leave school
  • young people not receiving income support payments who are aged 15 to 21, not working 15 hours or more per week, not in full-time study who are not eligible for Workforce Australia Employment Provider services

Note: all volunteer job seekers are referred to Workforce Australia Online.

New Zealand citizens who are non-protected Special Category Visa holders may be eligible to receive up to 6 months of JSP or YA (includes job seekers, students and apprentices but does not apply to JSP or YA provisional), if they have lived in Australia continuously for 10 years, beginning on or after 26 February 2001, and will be eligible for servicing as a volunteer.

Job seekers ineligible for Employment Provider Services
