Job Seeker Snapshot initiated Employment Services Assessment (ESAt) flags 001-02050080



This document outlines information about the factors in a Job Seeker Snapshot that trigger the need for a referral for an ESAt. This is also known as a Job Seeker Snapshot initiated ESAt. The requirement for an ESAt may also be manually added or removed during the Job Seeker Snapshot process.

Staff can manually add the requirement for an ESAt during the Participation Interview or within the Start job seeker registration workflow. This option is available only before the workflow is completed on the Job Seeker Snapshot Results screen.

If the job seeker advises of a change of circumstances or error in their Jobseeker Snapshot during the Participation interview, Service Officers must, in Process Direct:

  • cancel the Job Seeker Registration 'In progress' activity
  • go back to the Transaction Summary (TS) screen, by selecting Back and
  • select the > Participation Interview to continue with normal processing

This action may be taken where:

  • the Service Officer considers the job seeker has significant non-vocational barriers to employment, and
  • the job seeker does not disclose, is unable to recognise or denies non-vocational barriers, and
  • the job seeker's Job Seeker Snapshot responses do not trigger an ESAt on the Results screen

Messages that could display on the Job Seeker Snapshot Results screen depend on the job seeker's circumstances. If the job seeker:

  • does not have a current ESAt referral, the message 'Based on the Job Seeker Snapshot responses in this interview, do you want to refer this job seeker to an ESAt?' will display
  • If the recommended referral is to be overridden, a reason must be provided
  • does have a current ESAt referral, the message 'Based on the Job Seeker Snapshot responses in this interview, does this job seeker require a new ESAt?' will display
  • If the recommended referral is to be overridden, a reason must be provided

To add an ESAt flag on the Job Seeker Snapshot Results screen, respond Yes to the questions:

  • 'Based on the Job Seeker Snapshot responses in this interview, do you want to refer this Job Seeker to ESAt?', or
  • 'Based on the Job Seeker Snapshot responses in this interview, does this job seeker require a new ESAt?'

This will confirm that an ESAt is required and flag an ESAREFRQ activity on the customer's record.

Record in a DOC the reasons for the manual action with enough information to:

  • assist staff when making a decision about management of the pending Job Seeker Snapshot and ESAREFRQ activity, and
  • ensure Assessment Services staff actioning the ESAt request have sufficient details to make a decision about the need for the ESAt

If after further review (for example, by a suitably skilled Service Officer) it is determined that a request for an ESAt is not required, the pending Job Seeker Snapshot may be finalised by either copying a current and valid ESAt/JCA or withdrawing the ESAt flag. Removing the requirement for an ESAt within the Job Seeker Snapshot + Read more ...

Staff can manually remove the requirement for an ESAt during the Participation Interview or where the job seeker's Job Seeker Snapshot responses indicate the requirement for an ESAt referral.

If the job seeker advises of a change of circumstances or error in their Jobseeker Snapshot during the Participation interview, Service Officers must complete the following in Process Direct:

  • cancel the Job Seeker Registration In progress activity
  • go back to the Transaction Summary (TS) screen by selecting Back and
  • select > Participation Interview to continue with normal processing

This action should only be taken:

  • by a suitably skilled Service Officer, and
  • where there is a clear determination that the issues flagged by the Job Seeker Snapshot do not have a significant impact on the customer's ability to work or participate in other activities, combined with the absence of other relevant barriers, or
  • when the job seeker has provided medical evidence clearly indicating they have a serious illness and a Temporary Incapacity exemption (serious illness) can be granted. In these circumstances, an ESAt is not required and employment assistance services would not be appropriate

Note: it is not appropriate for refugee customers (first 12 weeks) to have their ESAt flag removed. This customer group will have their ESAt deferred to the end of their activity exemption period at the new claim interview.

Select No to the questions:

  • 'Based on the Job Seeker Snapshot responses in this interview, do you want to refer this Job Seeker to ESAt?', or
  • 'Based on the Job Seeker Snapshot responses in this interview, does this job seeker require a new ESAt?'

Record in a DOC the reasons why the ESAt referral is being removed.

Refer the customer to suitable employment assistance services immediately after the Participation Interview is completed.

The ESAt flag will be withdrawn, the original outcome of the Job Seeker Snapshot will remain and the status of the Job Seeker Snapshot will be active.

Once the flag has been removed and the Job Seeker Snapshot status is active:

  • manually cancel the ESAREFRQ activity if it is not already finalised. Access the Assessment Results (AR) screen, select and cancel or complete the activity
  • re-run the Job Seeker Snapshot if the flag was withdrawn because the customer's original Job Seeker Snapshot responses have been clarified and original Job Seeker Snapshot did not reflect their circumstances. Ensure all responses are corrected
  • refer the customer to the appropriate Employment Services Provider
