This document outlines how a customer and/or their partner can qualify for the Commonwealth Seniors Health Card (CSHC).

Eligibility criteria

To qualify for a CSHC, the customer must satisfy all of the following criteria:

  • Customer must have reached Age Pension age (there are no early claim provisions for CSHC)
  • Customer must satisfy the residence requirements
  • Customer must be in Australia at the time of claim/re-claim
  • Customer must have an annual income less than the CSHC Taxable Income Limits
  • Customer does not receive a Social Security pension or Social Security benefit
  • Customer does not receive a Department of Veterans' Affairs (DVA) Service pension, DVA Age Pension, Veteran Payment or an Income Support Supplement (ISS)
  • Customer does not receive a CSHC from DVA. Note: Prisoner of War Recognition Supplement from Department of Veterans' Affairs is not taxable income. It is also exempt income for social security purposes
  • Customer must have provided their (and their partner's) Tax File Number (TFN) or been granted an exemption from supplying the TFN. If no TFN or exemption, then the CSHC claim will be rejected
  • Customer (and partner, if also claiming a CSHC) must meet Identity Confirmation requirements

Note: annual income is the combined total of the customer’s and partner’s Adjusted Taxable Income (ATI) plus deemed income from any account-based income streams.
