HEAS Review Dates

The risk based reviews for Home Equity Access Scheme (HEAS) customers are determined by a critical date. This critical date is the later of:

  • The HEAS new claim grant date

  • The most recent PLS benefit status of current
  • The partner’s new claim grant date
  • The partner’s most recent PLS benefit status of current

A customer’s critical date may change or they may be exempted from a review if they have a change of circumstances.

For example,

  • no review will be created when the critical date is reached if a customer is deceased or in a bereavement period
  • If a customer passes away after the review has been created, the review will be cancelled automatically when the death is actioned

There will be a DOC on the customer’s record with the reason that a review was not created or has been cancelled.

Customer has other significant social security debts or loans increasing

Cancel the review when Customer is deceased

HEAS has a deduction value that is greater than a specified amount

EQU

HEAS loan balance is approaching, meeting or exceeding the equity amount

IDE

Customer has increasing deductions of HEAS equity or real estate

LGA

Exclude customers in declared disaster area (LGA)

MDV

HEAS customer has at least one HEAS loan secured property with mortgage deduction value that is greater than a specified amount

MLT

HEAS customer has multiple HEAS loan secured properties

NEG

No Negative Equity Guarantee (NNEG) has previously been applied to a settled HEAS loan held by the customer or their partner

NOM

Customer has appointed a new nominee within the review period

NTN

Exclude the customer if they are overseas and there was no previous overseas exemption from selection or review

OWN

Ownership of any HEAS loan secured property has reduced within the review period

POS

Exclude if customer's post code appears in the exemption post code list

PTR

Customer has a partner to be included for selection

RGO

Exclude if Region Office (RO) code for a customer of a specified reason code appears in the exemption home office code list

RSK*

Check if HEAS customer has been reviewed within a specific period of months and set the risk keyword based on the period they fall into

RVW

Customer does not meet selection rules or does not meet risk rating rule for risk keyword

SMG

Customer has a static mortgage for a set period of time. That is, mortgage/loan amount has not increased or decreased

VAL

The preceding real estate indexation file shows a reduction in value in the location of any HEAS loan secured property

Risk Category

Reasons for review profiling

High risk XHI

A HEAS review has not been completed in the last 12 months.

A HEAS balance is greater than zero, and any one of the following criteria is met:

  • The HEAS loan secured property has an assessable asset value on the Real Estate/Business Summary (REBS) screen greater than zero, and the customer or partner is getting payments for:
  • The mortgage deduction field in REBS for HEAS loan secured property is greater than zero
  • The deduction field on the HEAS Details (PLS/HEAS) screen is greater than zero
  • The preceding real estate indexation file for the postcode of any HEAS loan secured property shows a reduction in value
  • The current market value of a HEAS loan secured property linked as security has reduced
  • The HEAS customer’s ownership of the secured property has reduced in the review period
  • The HEAS customer has appointed a new nominee or power of attorney in the HEAS review period

From 1 July 2022, new HEAS risk review indicators apply to current and new HEAS customers that:

  • get fortnightly HEAS loan payments, or
  • are in a HEAS advance payment period, or
  • have a HEAS loan balance greater than zero

These new HEAS risk review indicators are:

  • The HEAS customer is at risk of having the No Negative Equity Guarantee (NNEG) applied. A HEAS review for the partner is also created
  • A HEAS customer regularly takes HEAS advance payment in full

Medium risk XMD

  • A HEAS review has not been completed in the last 2 years, and
  • HEAS loan balance is greater than zero, and/or
  • there are multiple HEAS loan secured properties

Low risk XLO

HEAS loan balance is greater than zero, and a HEAS review has not been completed for at least 3 years.
