Examples to determine Second Home Living Arrangement

Table 1: For the purposes of determining the appropriate living arrangement, a 'Family' is considered: a parent or parents, and their dependent natural or adopted children.

Living in another home

The family has chosen to have someone other than a parent to live with the student during the school term.

The parent is contributing to maintaining the residence and property by paying the mortgage, utilities (gas, electricity and water), and property rates of the residence.

This is a second home arrangement.

Living in boarding accommodation

The student is living with someone other than a parent during the school term.

The parent pays a boarding fee for accommodation, meals and laundry services are charged by the boarding supervisor/provider in respect of the student. The boarding supervisor/provider is responsible for the maintenance of the residence and property.

This is a private board arrangement.

Living with a dependent sibling

The student is living with a dependent sibling (who may be eligible for Second Home Allowance (SHA), the dependent rate of Youth Allowance (YA) or ABSTUDY Living Allowance) during the school term.

The dependent student or a parent is maintaining the residence.

This is a second home arrangement.

Living with an older sibling

The student is living with an older sibling (who is not dependent on the parent/s), or an extended family member or other person (who is not a family member) during the school term.

The older sibling, extended family member or other person is responsible for maintaining the residence/property.

The parent pays a boarding fee for the student.

This is a private board arrangement.

Living in a unit on the school grounds

The student is living in a self-contained one bedroom unit, and the student is responsible for their own laundry and food. The family/student pays weekly rent under a lease agreement.

This is a boarding arrangement under the AIC guidelines. The cost to maintain the residence or property would be a cost for the school or residential college, and not the student's family.

Incompatible living arrangement and isolation criteria

Families claiming Second Home Allowance (SHA) must meet an isolation criterion from their principal family home.

If the student is deemed isolated because either parent's work requires an itinerant lifestyle, the student is not eligible for SHA because the second home being claimed is considered the principal family home.

Examples of calculating SHA pro rata rate entitlement

Evie is currently living in the second home for 3 nights during the school week and is entitled to a pro rata rate of SHA.

To calculate Evie’s entitlement, we work out the daily SHA entitlement:

  • 6 (number of nights Evie spends in the second home per fortnight)/365 (number of days in the calendar year) x $ 8,016.00 (maximum annual rate of SHA)/14
  • = $ 9.412133072407045
  • Round to 4 decimal places = $ 9.4121

Evie’s daily rate of SHA entitlement is $9.4121.

Once manual coding is completed, SHA will pay $56.47 / fortnight.

Living in the second home for 2 nights during the school week one week and 1 night during the school week another week

Sonny is currently living in the second home for 2 nights during the school week one week and 1 night during the school week another week. Sonny is entitled to a pro rata rate of SHA.

To calculate Sonny’s entitlement, we work out the daily SHA entitlement:

  • 3 (number of nights Sonny spends in the second home per fortnight)/365 (number of days in the calendar year) x $ 8,016.00 (maximum annual rate of SHA)/14
  • = $ 4.706066536203523
  • Round to 4 decimal places = $ 4.7061

Sonny’s daily rate of SHA entitlement is $4.7061.

Once manual coding is completed, SHA will pay $14.12 / fortnight.
