Examples - QTD type and QTD date

This table contains examples to help determine the Qualification Test Day (QTD) type and QTD date for a Student Start-up Loan (SSL).

  • QTD A - the day the secretary determines the person's claim for SSL for the qualification period
  • QTD B - if the approved scholarship course ends in the qualification period - the last day of the approved scholarship course
  • QTD C - last day of the qualification (loan) period

    QTD type (QTT) is A

    On 4 February 2017 Anja applies for SSL for the loan period 1 January to 30 June 2017 as part of a new claim for Austudy. Anja's approved scholarship course starts on 1 February 2017 and ends on 30 November 2021. Anja has no income. On 21 February 2017 Austudy is granted, backdated to 1 February 2017.

    Anja meets all the SSL criteria on 1 February 2017, so the system determines Anja is eligible for SSL on that day.

    The QTD date for this loan will be the earliest of:

    • the day the Secretary determines the person's claim for SSL for the loan period (21 February 2017)
    • if the approved scholarship course ends in the loan period - the last day of the approved scholarship course (not applicable - course does not end during the loan period)
    • the last day of the loan period (30 June 2017)

    The earliest of these is 21 February 2017, so the QTD date for this loan is 21 February 2017 and the QTD type (QTT) is 'A'.

    QTD type (QTT) is A

    In February 2016 Byron applied for SSL for all loan periods during an approved scholarship course which starts on 2 March 2016 and ends on 30 November 2020.

    For the loan period from 1 July 2016 to 31 December 2016 the system will start checking their eligibility for SSL on 1 July 2016. On that date, Byron's income precludes payment, so Byron does not meet all the criteria for SSL and the system will keep checking his SSL eligibility until:

    • Byron is eligible or
    • the loan period ends or
    • the course ends (if the course ends in that loan period)

    The first date in the loan period that Byron receives at least $1 of student payment is 11 August, so this is the date the Secretary (i.e. system) determines Byron is eligible for SSL for the loan period.

    The QTD date will be the earliest of:

    • the day the Secretary determines the person's claim for SSL for the loan period (11 August 2016)
    • if the approved scholarship course ends in the loan period - the last day of the approved scholarship course (not applicable - course does not end during the loan period)
    • the last day of the loan period (31 December 2016)

    The earliest of these is 11 August 2016, so the QTD date for this loan is 11 August and the QTD type (QTT) is 'A'.

    QTD type (QTT) is B

    On 17 March 2017, Carson applies for SSL for the loan period 1 January to 30 June 2017 as part of a new claim for ABSTUDY Living Allowance. Carson will complete the approved scholarship course on 5 June 2017 and has no income.

    Carson's claim is finalised on 4 July 2017, and ABSTUDY payments are backdated to 17 March 2017. As Carson met all the eligibility criteria for SSL at the time, Carson was eligible for SSL for the loan period 1 January to 30 June 2017.

    The QTD date for this loan will be the earliest of:

    • the day the Secretary determines the person's claim for SSL for the loan period (4 July 2017)
    • if the approved scholarship course ends in the loan period- the last day of the approved scholarship course (5 June 2017)
    • the last day of the loan period (30 June 2017)

    The earliest of these is 5 June 2017, so the QTD date for this loan is 5 June and the QTD type (QTT) is 'B'.

    QTD type (QTT) is C

    Dougal submitted a claim for Youth Allowance (YA) on 1 November 2016 and also applies for SSL for the duration of this course. Dougal will complete this approved scholarship course on 25 June 2019. The YA claim is finalised on 4 January 2017 and YA is back-dated to 1 November 2016.

    Dougal is eligible for SSL for the period 1 July to 31 December 2016. The QTD date for this loan will be the earliest of:

    • the day the Secretary determines the person's claim for SSL for the loan period (4 January 2017)
    • if the approved scholarship course ends in the loan period - the last day of the approved scholarship course (not applicable - course does not end during the loan period);
    • the last day of the loan period (31 December 2016)

    The earliest of these is 31 December 2016, so the QTD date for this loan is 31 December 2016 and the QTD type (QTT) is 'C'.

Scenarios - eligibility for the SSL

Three year degree Loan period eligibility

Kit claims Youth Allowance (YA) for a three year bachelor degree starting 29 February 2016 and ending 18 November 2018. Kit is potentially eligible for the Student Start-up Loan for the following loan periods:

  • 2016:
    • 01/01/2016 to 30/06/2016
    • 01/07/2016 to 31/12/2016
  • 2017:
    • 01/01/2017 to 30/06/2017
    • 01/07/2017 to 31/12/2017
  • 2018:
    • 01/01/2018 to 30/06/2018
    • 01/07/2018 to 31/12/2018

Kit can accept or decline the loan for each of these periods.

If Kit applies for a loan for a future period the loan will only be paid if Kit is still eligible at that future time.

Time limit for claims/claiming for future loan periods

On 10 February 2016 Mal applies for Student Start-up Loans (SSL) for all loan periods between the course start date in February 2016 and course end date on 28 July 2019.

For each future loan period, Mal's claim is deemed to have been submitted on the first day of that loan period, regardless of when Mal actually applied.

For the loan period 1 July to 31 December 2019, Mal's claim is deemed to be lodged on 1 July 2019.

Mal will be treated as submitting the claim less than 35 days before the course end date in that period and will not be eligible for a SSL for that period. It does not matter that Mal actually applied for that loan in 2016.
