STARTUP-HELP loan indicator options
Y - Confirmed TCSI or evidence sighted by Service Officer
P - Pending evidence
N - Not entitled
Students who have a P or N status recorded for their STARTUP-HELP loan indicator are not eligible for a student payment.
It is not necessary to code the Education Details (EDC) screen with either a P or N status as the payment is able to be manually cancelled or rejected using reason SUH – Not entitled to STARTUP HELP without coding the EDC screen. This is in keeping with current practise where unapproved courses are not coded on the EDC screen.
A student’s STARTUP-HELP loan status can only be coded with a Y indicator on the EDC screen if the student’s loan status has been verified via:
- a TCSI data match in an online claim
- the TCSI Activities (TCSIACT) screen in Process Direct, or
- a Service officer has sighted evidence the student is enrolled and has been selected for a STARTUP-HELP loan

Failed to provide evidence of enrolment and STARTUP-HELP loan and now intends to enrol in another approved course Sarah is current on Youth Allowance (YA) and received a Course End Date as the Bachelor course is due to be completed on 30 November 2023. Sarah contacts 25 November 2023 and advises will commence a Startup Year Course on 20 February 2024. Sarah advises she has not enrolled in the Startup Year Course and has not yet been selected for a STARTUP-HELP loan. The Service Officer advises Sarah to continue to receive Youth Allowance (YA) for the Startup Year Course, she must be enrolled in the Startup Year Course and must have been selected for a STARTUP-HELP loan. Based on the above information, Sarah advises the Service Officer she now intends to enrol in another approved course in the next available study period. Sarah is unable to provide the new course details. Sarah will now be eligible to continue to receive Youth Allowance (YA) as an intending student as she:
The Service Officer codes an INT - Intention to Study Tertiary on the Education Details (EDC) screen. The system will issue a Course Details Required letter to obtain actual study details 3 weeks before the end of the intention to study period. |

Combined course with Startup Year Course delivered in final year Jodie lodges a claim for Austudy and advises enrolled in an approved Combined Bachelor degree and Startup Year Course. As per the Course approval table, the Bachelor degree will commence on 2 March 2024 until 30 November 2026, and Startup Year Course will commence on 2 February 2027 until 28 June 2027. The Service Officer records the approved Bachelor degree on the EDC screen from 2 March 2024 to 30 November 2026. Jodie will be issued with a Course End Date Review letter 4 weeks before the student end date for the Bachelor degree. Jodie responds to the Course End Date Review and advises will commence the Startup Year Course on 2 February 2027 and provides evidence of enrolment in the Startup Year Course and she has been selected for a STARTUP-HELP loan. The Service Officers records a new entry on the EDC screen with the Startup Year Course information. |
