This document outlines information about bulk bill incentive items for Medicare.

Bulk bill incentives (BBI)

BBI items are additional payments made to medical practitioners when they bulk bill eligible patients for unreferred services. This is to encourage bulk billing for these services. BBIs can be claimed for a range of services including General Practitioner (GP) consultations, diagnostic imaging and pathology.

For services provided prior to 1 November 2025, BBIs were accessible only to patients:

  • under the age of 16, or
  • Commonwealth concession card holders

From 1 November 2025, all Medicare-eligible patients have access to Medicare BBI for GP consultations. This includes the following Category 8 Group 1 BBI items:

  • Subgroup 1: Management of general bulk billed services 10990-10992, 75855-75858
  • Subgroup 2: General Support 75870-75876
  • Subgroup 3: Patients enrolled in MyMedicare 75880-75885

Age and concessional status requirements continue to apply to BBI for diagnostic imaging and pathology services.

Bulk Billing Practice Incentive Program (BBPIP)

From 1 November 2025, BBPIP is a MyMedicare Incentive for practices and health professionals to bulk bill all patients for eligible Medicare Benefits Schedule (MBS) services. Eligible participants can receive additional quarterly incentive payments (on top of the BBIs). For more information see

Concessional Rule

A patient is considered to be concessional if they are under 16 years of age or are the holder of, or listed on, a Commonwealth concession card at the date of service.

Concession cards

The following concession cards entitle General Practitioners (GP) to claim a bulk bill incentive payment.

  • Centrelink
    • Commonwealth Seniors Health Card (CSHC)
    • Health Care Card (HCC)
    • Pensioner Concession Card (PCC)
  • Department of Veterans' Affairs (DVA)
    • Pensioner Concession Card (PCC)
    • Commonwealth Seniors Health Card (CSHC)

Note: Gold or White Cards issued by DVA do not attract the additional bulk bill incentive payment. However, if a Gold or White Card holder also holds a recognised Commonwealth concession card and chooses to be treated under the Medicare arrangements, then that patient is an eligible concession card holder.

Release of concessional status to health professionals for claiming bulk bill incentive payments

A health professional can check a patient's concession through HPOS using a PRODA account, Concessional Verification checking through Medicare Online/Easyclaim or by contacting Services Australia on 132 150.

Services Australia can release a patient's concessional entitlement status to a health professional if they have the patient's consent and have explained to the patient why they need this information.

A patient's concessional eligibility can be displayed in the patient history enquiry screen (via Mainframe) or for further details, Service Officers can query the PBS concessional information.
