Determining reasons for CART reviews

14 days of critical date

Example 1:

Jo is receiving Youth Allowance as full time student and a Withdrawn University enrolment (WUE) CART review has loaded. Using the CART date of effect rules it is determined that the CART critical date, that is the date Jo withdrew from study was the 1 April 2018.

Jo responded to the online CART review on the 20 April 2018 and advised of withdrawal from study on the 10 April 2018. As the date advised by Jo is within 14 days of the CART critical date, the date provided is accepted.

As Jo notified the agency of this change within 14 days he has met the notification requirements.

Example 2:

Sam is receiving Austudy payment as a full time student and a Part-time study at University (PUE) CART review has loaded. Using the CART date of effect rules it is determined that the CART critical date, that is the date Sam became part time was the 1 June 2018.

Sam responded to the online CART review on the 13 June 2018 and advised of reduced study load on the 25 May 2018. As the date advised by Sam is prior to the CART critical date the date provided is accepted.

Sam did not notify the agency of this change within 14 days therefore has not met the notification requirements.

Increase study within 14 days

Example:

Jacob receives Youth Allowance as a full-time student and has an Equivalent Full Time Study load (EFTSL) of 0.375 for the first semester. On 23 February 2018, Jacob drops 1 unit of study and his study load changes to 0.250, triggering a PUE CART review.

When Jacob completes the CART review online, Jacob indicates full-time, and is asked to provide proof of enrolment. The evidence provided by Jacob indicates enrolment in an additional unit on the 2 March 2018, and EFTSL is 0.375 from that date.

Because Jacob has increased his study load to full-time within 14 days of dropping the first unit, it is considered to be satisfying the student undertaking full time study test and is payable for the brief period the EFTSL was 0.250

CART re-grant examples

Newstart re-grant

Example 1:

23 year old, Brienne was receiving Youth Allowance (Student) in relation to a Bachelor of Education at Griffith University. When she originally informed the agency that she would finish her degree at the end of Semester 1, 2018 (23 June 2018). At the end of Semester 1, 2018 she transferred from Youth Allowance to Newstart allowance, which she is currently receiving.

On 1 April 2018, a Part-time (PUE) CART review loaded. The review was allocated to a Service Officer for processing 30 November 2018. Using the Date of Effect rules and Brienne's response, the Service Officer determined that Brienne ceased to qualify for Youth Allowance 1 April 2018.

Because Brienne lost qualification during Semester 1, 2018 but qualified for Newstart, 24 June 2018 and remains qualified, a new claim is not required. The Service Officer rejects Brienne's Newstart in order to cancel her Youth Allowance payments from 23 June 2018. Jamie completes all CART coding including debt action, then sends a referral to re-grant Brienne's Newstart payments from 24 June 2018.

Austudy re-grant

Example 2:

Jon started receiving Austudy for a Bachelor of Commerce at the University of Adelaide in Semester 1, 2018. During Semester 2, 2018 a Withdrawn (WUE) CART review loaded. The review was allocated to a Service Officer, for processing on 1 May 2019.

Using the Date of Effect rules and Jon's response to the review, it is determined that Jon withdrew from study 30 September 2018. During the assessment of his review, it is also determined that Jon returned to full-time study in Semester 1, 2019 thereby re-qualifying for his Austudy payments.

As Jon ceased to qualify for payment 30 September 2018, but re-qualified for payment from Semester 1, 2019 a SOA Shell can be created to re-grant his payment without the need for Jon to submit a new claim.

Youth Allowance re-grant

Example 3:

Sam commenced receiving Youth Allowance (Student) for a Bachelor of Nursing at the University of Newcastle in Semester 2, 2018. A Withdrawn (WUE) CART review was loaded 31 October 2018.

On 1 December 2018, the review was allocated to a Service Officer for processing. Using the Date of Effect rules and Sam's response to the review, it is determined, that Sam withdrew from his course on 30 October 2018. A scanned document on Sam's record indicates he is intending to return to full-time study in Semester 1, 2019.

As Sam has not regained qualification between the dates CART data was initially received and the date the review is processed, Sam's payment cannot be re-granted. The Service Officer correctly contacts Sam to inform him that he must make a new claim if he wishes to test his eligibility to Youth Allowance from the date he re-qualifies.
