Eligibility for Skills for Education and Employment (SEE) 001-02090010



This document explains the process for assessing eligibility for Skills for Education and Employment (SEE). SEE aims to assist customers aged 15 years or more who have low levels of language, literacy, numeracy and digital skills. There are no restrictions on how many times a customer can participate in the program. Customers who do not have mutual obligation requirements and want to participate in SEE can register as a volunteer job seeker for the purpose of a SEE referral.

Language, literacy, numeracy and digital skill needs may be identified through:

  • customer's self-identification
  • customer requiring interpreter assistance during contact
  • responses to Questions in the Job Seeker Snapshot which relate to language, literacy and numeracy ability
  • the Service Officer, who can manually trigger an MFU based on observations and discussions with the customer, at any contact
  • interrogation of system and customer history
  • the manner in which a customer completes forms
  • successive appointments missed by the customer
  • the customer having previously been unsuccessful in education, training or employment
  • the customer contacting Services Australia for an explanation of advices
  • the customer asking the reception staff for help in completing forms or using self-serve terminals

Is the customer currently placed in Adult Migrant English Program (AMEP)?

  • Yes, and the customer is eligible for referral to SEE.
    If they commence in SEE, they will automatically exit from AMEP. If the customer:
    • still wants to be referred, go to Step 3
    • wants to stay in AMEP, procedure ends here
  • No, go to Step 3

Eligibility criteria for SEE + Read more ...

From 1 July 2024, customers are eligible for SEE in the Services Australia system if they are:

  • 15 years or more
  • registered, or willing to be registered, as a volunteer job seeker
  • deemed suitable for training, without any barriers that would prevent successful participation, and
  • either:
    • an Australian citizen, or
    • a permanent resident, or
    • have working rights in Australia

If a customer is not eligible for referral by Services Australia, tell them they can get a referral to SEE by contacting:

  • their employment services provider
  • a SEE provider, or
  • the DEWR Digital Services Contact Centre

Does the job seeker meet eligibility criteria for Services Australia to make the referral to SEE?

System limitations from 1 July 2024 + Read more ...

From 1 July 2024, there are changes to eligibility that are not applied in the Services Australia system. Some customers who are now eligible for SEE cannot be referred by Services Australia. Customers affected by these changes:

  • are connected to Workforce Australia Online
  • are over Age Pension age
  • are currently participating in Self Employment Assistance
  • are a full time student
  • do not hold an eligible visa
  • are a current holder of a skilled migrant visa, or a secondary visa holder (dependent) of a person who holds a skilled migrant visa

Is the customer affected by these limitations?

  • Yes, tell the customer to get a referral to SEE by contacting:
    • an employment services provider
    • a SEE provider, or
    • the DEWR Digital Services Contact Centre
  • No, go to Step 6

When a referral is flagged as part of a claim and the Service Officer chooses 'Yes' in the Does this job seeker require a referral to SEE? field, the system will auto-create an MFU. This will display as an action item on the Participation Summary screen once the claim is finalised.
