This process table applies to an individual care recipient’s profile (Care Recipient in Context view). The specific fees and charges displayed are based on the care recipient’s means assessment scheme and whether a means assessment has been completed.

Log on to ACSP.

To view the Fees and charges menu tab via the Care Recipient in Context view:

  • Main menu (Hamburger button)
    • Select the Main menu icon
    • Select the Care recipients menu tab under the All searches menu tab
    • The Care recipient search screen will display
    • Key the care recipient’s details
    • Select Search
    • The individual care recipient’s profile (the Care Recipient in Context view) will display

From the Fees and charges menu tab on the individual care recipient’s profile, choose from the following options:

  • Client summary
  • Fees and charges details
  • Means tested cap details
  • Notional fee details

Viewing the Client summary screen

The Client summary screen is a view only screen and displays a care recipient’s income and asset information.

The Client summary screen displays the following:

  • Care Recipient banner - displays the care recipient’s name, IDs, Date of Birth, Nominee: Y/N, Record type and Type of care status
  • Personal details
    • Gender
    • Entry date
    • Anniversary date
    • Death indicator
    • Dependent child
    • Client notes
  • Client summary
    • NAPS ID
    • Current assessed income
    • Current assessed assets
    • Assistance type
    • Hardship type
    • Caps manual adjustment

Viewing the Fees and charges details screen

The Fees and charges details screen:

  • is a view only screen
  • provides an overview of a care recipient’s fees and charges
    • If fees have not been set for a care recipient, only a Basic Daily Fee (BDF) will display
    • Once means testing data has been received and fees have been set the BDF will displayed as well as a Means Tested Fee (MTF) or Means Tested Accommodation Contribution (MTAC) – these will display as $0 where applicable
    • Service Officers can use both this screen and the Means testing current summary screen to answer means assessment queries

  • includes accommodation bonds, Refundable Accommodation Deposits (RADs) and Daily Accommodation Payments (DAPs). The specific fees and charges displayed are dependent on the care recipient’s means assessment scheme

Viewing the Means tested cap details screen

The Means tested cap details screen is a view only screen. This screen details the care recipient’s monthly Means tested subsidy reduction (MTSR). See Aged Care fees and charges care subsidy reduction to zero for further information about the MTSR.

The Means tested cap details screen displays the following:

The Notional fee details screen is a view only screen. This screen consolidates and details the care recipient’s notional fees. The amount field represents a daily amount.

The Fees and charges details screen provides an overview of a care recipient’s fees and charges via the Service in Context view.

  • The specific fees and charges displayed are based on the care recipient’s means assessment scheme and may include information about:
    • accommodation bonds, accommodation charges, Refundable Accommodation Deposits (RADs) and Daily Accommodation Payments (DAPs)
  • All Service Officers can use the Search fees and charges details section to generate search results
  • The Search fees and charges details section is an accordion menu:
    • An accordion menu is a menu type display where Service Officers can select the Arrow button in the Search fees and charges details section to either display or hide the section
  • Service Officers may need to refine their search criteria if 'The maximum permissible search results exceeded. Please refine your search criteria' information message displays and the relevant care recipient cannot be located from the search results
  • Service Officers can also use the Means testing menu tab via Care Recipient in Context view
  • All fields are optional unless marked with an asterisk

The Fees and charges details screen displays:

  • Search fees and charges details section
    • Care recipient ID - key the care recipient ID if known
    • Entry date from - key the date (DD.MM.YYYY), or select from the calendar (select the calendar icon to display the calendar)
    • Entry date to - key the date (DD.MM.YYYY), or select from the calendar (select the calendar icon to display the calendar)
    • Fee/Charge type - defaults to Select all. Select the drop down menu for the relevant fee or charge type
    • CR in care - defaults to Select all. Select the drop down menu for either Current or Previous
  • Fees table - displays the following:

To generate search results, complete the Search fees and charges details section.

Service Officers can:

  • select the number of records to display from the Show records drop down list (bottom left corner of the screen)

This includes accommodation bonds, accommodation charges, Refundable Accommodation Deposits (RADs) and Daily Accommodation Payments (DAPs). The specific fees and charges displayed are dependent on the care recipient’s means assessment scheme.

On the ACPP landing page, ‘A users’ can go to the Fees and charges details screen using any of the following:

Check if the care recipient meets one of the following:

  • they have a dependent child/student
  • they are a Victoria Cross recipient
  • they are an Australian ex-prisoner of war

Does the customer meet one of the above criteria?

  • Yes, these care recipients are not required to pay an ITF or a MTCF in addition to their basic daily fees. Procedure ends here

ITF for permanent residential aged care recipients who entered care before 20 March 2008 + Read more ...

Care recipients who first entered permanent residential aged care before 20 March 2008 are 'grandfathered' for aged care fee purposes.

Grandfathered care recipients display in Customer First:

  • RCA Institution Summary (RIS) screen: Grandfathered field is 'Y'
  • RCA Income Assessment Summary (RIAS) screen:
    • DoHA Pen Threshold field is blank
    • Total Income for DoHA field displays the net annual amount of ordinary income above the relevant pension income free area. Note: a zero amount displays if the ordinary income is less than the pension income free area or a dependent child recorded

To estimate a care recipient's pre-2008 reform income tested aged care fee:

  • Divide the amount displayed in the Total Income for DoHA field by 4
  • Then divide the result by 26 (fortnights)
  • Then divide that result by 14 (days) to obtain a daily fee amount up to the maximum fee set by Services Australia

Next, apply the post-2008 reform standard resident aged care income test:

  • Use 5/12 of the care recipient's total assessable income over their total assessable income free area
  • Care recipient pays whichever of the two income assessments results in a lower fee

Note:

  • An ITF of less than $1.00 per day is rounded down and not charged
  • Services Australia sets a maximum limit for daily ITF
  • The ITF cannot exceed the subsidy amount paid for the cost of care
  • Services Australia reviews the ITF each quarter on 1 January, 20 March, 1 July and 20 September
  • People who are blind are not exempt from paying aged care fees

ITF for permanent residential aged care recipients who entered care on or after 20 March 2008 + Read more ...

Care recipients who first entered permanent residential aged care on or after 20 March 2008 are either a Standard resident, Phased resident, or Protected resident for daily fee purposes.

The total assessable income of Standard, Phased and Protected residents is made up of:

  • Their income support payment, plus
  • Direct deduction amounts from their rate of income support, plus
  • Their ordinary income (half combined if a member of a couple)

There are different total assessable income free areas for Standard and Protected residents. Note: the standard resident total assessable income free area applies to Phased residents.

The ITF calculation is based on 5/12 of the care recipient's total assessable income free area for aged care purposes. See Resources for a link to Department of Health and Aged Care’s Schedules of Fees and Charges.

On the RCA Income Assessment Summary (RIAS) screen, add together the amounts displayed in these fields:

  • Non PEN Income
  • Direct Deduct Amt
  • Pension Income
  • This equals the care recipient's total assessable income amount

On the RIAS screen, add together the amounts displayed in these fields:

  • DoHA PEN Threshold
  • Free Area Threshold
  • This equals care recipient's total assessable income free area amount

Non-grandfathered care recipients display in Customer First:

  • RCA Institution Summary (RIS) screen:
    • Total Income for DoHA field displays the net annual amount of total assessable income above the relevant total assessable income free area. Note: a zero amount displays if the total assessable income is less than the total assessable income free area, or a dependent child recorded

To estimate a post-2008 reform resident's income tested aged care fee:

  • Divide the amount displayed in the Total Income for DoHA field by 12
  • Multiply the result by 5
  • Divide that result by 26 (fortnights)

MTCF estimate - care recipient entered care on or after 1 July 2014, or not yet entered into permanent residential care + Read more ...

This is a guide only. Services Australia and the provider will determine the fees paid by care recipients after they enter permanent care.

To provide an estimate of the MTCF that applied between 1 July 2014 and 30 September 2022 (under the ACFI funding model):

  • For a care recipient who has not completed a means assessment, use the My Aged Care Fee Estimator. The Resources page contains a link to the My Aged Care – Fee Estimator
  • For a care recipient who has completed a means assessment, in Customer First refer to:
    • RIAS screen for assessed income, and
    • RCAD screen for assessed assets (taking into account the capped value of home)
    • Input the details into the Services Australia Aged Care Fee Calculator. The Resources page contains a link to the Aged Care Fee Calculator
    • Manual fee calculation worksheets are also available on the Resources page

From 1 October 2022, the MTCF under the AN-ACC funding model is based on:

  • Adjusted basic subsidy amounts:
    • AN-ACC class 1-13 (Class 99 and 98 are default)
    • the default level Base Care Tariff (Standard MMM 1-4) - Class 6 - locked in to this rate
  • Primary supplements:
    • oxygen supplement
    • the enteral feeding supplement - non-bolus

If a care recipient has a default classification (Class 98 or 99), the calculation of their cost of care will use the Class 13 rate rather than their actual classification rate.

Services Australia has updated the Aged Care Fee Calculator. It now shows only the maximum cost of care for care recipients from 1 October 2022. In a future update, the agency will add a table to the calculator to calculate the cost of care based on an AN-ACC assessment.

Information that may be needed + Read more ...

An aged care means assessment is an assessment of a care recipient’s assessable income and assets. Generally, income and assets are assessed the same as they are for Social Security purposes.

  • displays all the triggers for fee calculations for a care recipient
  • displays when the calculations were triggered
  • can be used to investigate why fees have or have not been set
  • does not display any notional fee triggers
  • displays fee trigger events with a Held or Error status, which is useful to show why a care recipient has not had a fee triggered:
  • Fee triggers with a Held status will remain held until the reason they are on hold (which is also visible on this screen) has been actioned
  • Fee triggers with an Error status will require escalation to the Aged Care Programs Branch ICT Operations team, see Resources for a link to the Operations team escalation form
