Payee for Assistance for Isolated Children (AIC) 103-04010080
This document outlines the process for AIC Smart Centre Processing staff to code AIC payments to a third party.
Payee
An applicant can request the payments be directed to:
- themselves
- an education provider
- boarding institution
- private board provider
- the student
Third party debts
If AIC funds have been directed to an incorrect payee/destination (such as a third party organisation), the incorrect payee will owe a debt to Services Australia in the following circumstances:
- the incorrect payment was due to an administrative error
- before the payment was made, the applicant had notified Services Australia, or Services Australia was otherwise aware that:
- the payment authority to the incorrect payee/destination had ended; or
- a change of circumstances or relevant prescribed event occurred that affected the payment authority or payment to the incorrect payee/destination
The incorrect payee must repay money they have received in error. Services Australia may issue a debt recovery notice to the incorrect payee to recover funds.
Applicants are responsible for an overpayment if funds were sent to an incorrect payee because they did not advise the agency about a relevant prescribed event, or change of circumstances, within 14 days.
If a third-party organisation wants to return a payment received in error, Services Australia may accept this towards repayment of a debt owing by the applicant or the third-party organisation. This can be done even if a debt recovery notice has not yet been issued.
