Verbal re-claim of a non-income tested Commonwealth Seniors Health Card (CSHC-NOI) 065-06010020



This document outlines what to do when a customer's CSHC-NOI is cancelled due to leaving Australia for a temporary period greater than their maximum portability period of 19 weeks from departure (CAN-O19), or if their grandfathered pension payment cancels and, their previous CSHC-NOI was cancelled (CAN-CPP).

Qualification for a non-income tested Commonwealth Seniors Health Card (CSHC-NOI)

Qualification for the CSHC NOI is managed by a grandfathered status. Eligibility for the non-income tested card/s is lost when the customer ceases to meet any eligibility criteria (excluding the income requirements) for the relevant card. Customers will retain grandfathering if eligibility is lost and can re-apply for the non-income tested card/s when their circumstances change.

Departure from Australia since 1 January 2015

Customers who leave Australia temporarily keep entitlement to a CSHC for the maximum portability period of 19 weeks from departure, after which time their CSHC will automatically cancel.

Re-claiming upon return to Australia

Customers can complete a verbal re-claim on their return if:

  • their CSHC has been cancelled due to a temporary overseas absence exceeding their maximum portability period, and
  • they have returned to Australia

Verbal re-claims can only be completed by calling the Older Australians line or attending a Centrelink Service Centre.

Portability rules

Entitlement to a CSHC when a customer goes overseas is covered by the portability rules for concession cards including information on permanent absences and when the customer returns before the end of the portability period.

Entitlement to Energy supplement when a customer goes overseas is covered by the rules for Energy supplement overseas absences.

Changes in a customer's circumstances

A change in a customer's circumstances may include, but is not limited to their:

  • relationship status
  • address
  • telephone number
  • payment destination

Re-claim upon cancellation of grandfathered pension payment

Where a customer has re-claimed a pension, which later cancels, and grandfathering status is applicable, they will need to contact to complete a verbal re-claim for their CSHC-NOI.

The re-claim offer can be made at the same time the customer’s pension is cancelled, where possible, to avoid delay.

If not completed at time of cancellation of the pension, customers will need to call the Older Australians line or attend a Centrelink Service Centre.

Delivery of card

Customers eligible for CSHC-NOI cards should also be in receipt of a Non-pensioner Concession Card (PCC). See, Non-income tested (NOI) concession cards.

Customers will be able to view both cards on their Digital Wallet via either Express Plus Centrelink mobile app or myGov app.
