Letters and electronic messaging

Services Australia has endorsed the letter or electronic message for use. It is the latest version. Do not use locally produced letters or electronic message.

Scenario

Aged Care Payment System (ACPS) behaviour

Not low corrected to Low

ACPS will:

  • Set Accommodation contribution (MTC) from entry
  • Adjust and pay the Means tested accommodation supplement (MTAS) to the provider from date of entry into care
  • Issue new initial letter

Low corrected to Not Low

ACPS will:

  • Remove the MTC set fees to fee history
  • Not generate the refund for MTC
  • Set the Means tested care fee (MTCF) from date of entry:
    • Within 6 months or previous MTCF fee advice issued, MTCF calculated from date of entry
    • Outside 6 months, no previous MTCF fee advice, apply the Care subsidy reduction (CSR) provisions and set the ongoing fee from processing date
  • Issue new initial fee letter

Multiple corrections

If an update corrected resident status and was wrong, fees, initial letters, supplements, and subsidies will be updated by ACPS depending on the correct status.

Scenario

Current system behaviour

Resident status has been corrected to low means and care recipient liable to pay an Accommodation contribution (MTC).

Aged Care Payment System (ACPS) will:

  • Set MTC from entry
  • Adjust and pay the Means tested accommodation supplement (MTAS) to the provider from date of entry into care
  • Recalculate the supported resident ratio for the provider
  • Issue new initial fee letter

Resident status has been corrected to not low means and care recipient liable to pay a Means tested care fee (MTCF).

ACPS will:

  • Remove the MTC set fees to fee history
  • Not generate the refund for MTC
  • Set the MTCF from date of entry
  • Issue new initial fee letter

Resident status of Not low means corrected to Low means

- current provider

ACSP will:

  • Set MTC from entry
  • Adjust and pay the MTAS to the provider from date of entry into care
  • Recalculate the supported resident ratio for the provider
  • Issue new initial fee letter
  • MTCF refund generated in next review - where applicable (taking into account that some low means resident status have a liability for MTCF)

Resident status of Not low means corrected to Low means

- previous provider

  • Set MTC from entry
  • Adjust and pay the MTAS to the provider from date of entry into care
  • Recalculate the supported resident ratio for the provider
  • Issue new initial fee letter for previous service

Resident status of Low means corrected to Not low means

- current provider

  • MTAS is no longer payable to the provider
  • Remove the MTC set fees to include fee history on the set fees
  • Not generate the refund for MTC
  • Set the MTCF from date of entry
  • Issue new initial fee letter

Resident status of Low means corrected to Not low means

- previous provider

  • MTAS is no longer payable to the provider
  • Remove the MTC set fees to include fee history on the set fees
  • Not generate the refund for MTC
  • Set the MTCF from date of entry in line with the care subsidy reduction to zero rules
  • Issue new initial fee letter

Multiple corrections to resident status

Care recipient commences care as not low means (MND)

Means assessment completed and care recipient now low means

Update then made to correct details from date of entry and status now not low means

Correction actioned and care recipient assessed as low means

ACPS will:

  • Not low means:
    • set maximum fees for MND
  • Low means:
    • Set MTC from entry
    • Adjust and pay the MTAS to the provider from date of entry into care
    • Recalculate the supported resident ratio for the provider
    • Issue new initial fee letter
    • Refund any overpaid MTCF at next review
  • Not low means:
    • MTAS is no longer payable to provider
    • Remove the MTC set fees to include fee history on the set fees
    • Not generate the refund for MTC
    • MTCF to be set from entry
    • Any previous MTCF refund will be reconciled notionally
    • Issue new initial fee letter
  • Low means:
    • Set MTC from entry
    • Adjust and pay the MTAS to the provider from date of entry into care
    • Recalculate the supported resident ratio for the provider
    • Issue new initial fee letter
    • Refund any overpaid MTCF at next review
