Skills for Education and Employment (SEE) 001-02090000
This document outlines information about the Skills for Education and Employment (SEE) program. SEE is a Department of Employment and Workplace Relations managed program.
Objective
SEE provides free language, literacy, numeracy and digital skills training to eligible customers whose skills are below a level considered necessary to:
- secure sustainable employment
- pursue further education and training, and
- fully participate in the community
The aim of SEE is to:
- produce a measurable improvement in language, literacy, numeracy and digital skills
- improve a participant's options for employment and education, and
- improve their daily lives
Referrals
Services Australia (the agency) must refer eligible job seekers to SEE. The agency can also refer some customers who want to be registered as a volunteer job seeker. All providers may also refer anyone, including job seekers and volunteers, to SEE.
After a customer is referred by Services Australia, they will undertake a SEE Pre-Training Assessment. This is done by an experienced and accredited professional. The purpose of the assessment is to:
- measure the customer's competencies
- assess their circumstances and any impacts on their ability to participate, and
- determine whether they are likely to achieve a measurable increase in skills

Program delivery and duration
SEE is delivered:
- face to face in classrooms
- via online
- through distance education/learning, or
- as a combination of the above
Participants can remain in SEE training until they attain an exit benchmark relevant to their training stream, that is a non-accredited or accredited course up to:
- Certificate III in mainstream VET training or
- Certificate IV in foundation skills training, or
- for up to 2 years, whichever occurs sooner
Where a customer would benefit from a further period of SEE training, Services Australia may not be able to create a new referral immediately. For immediate re-referral, tell the customer to contact:
- an employment services provider
- a SEE provider, or
- the Department of Employment and Workplace Relations (DEWR) Digital Services Contact Centre
Once started, customers may undertake SEE on either a:
- part-time basis (10-19 hours per week), or
- full-time basis (20-25 hours per week)
From 1 July 2024, SEE will also have a separate stream for First Nations communities with individual community led and designed training. Language Literacy and Numeracy Supplement (LLNS) and Pensioner Education Supplement (PES)
Some customers participating in SEE may be entitled to receive either the:
- Language, Literacy and Numeracy Supplement (LLNS) of $20.80 per fortnight to help with the costs of participating in the program, or
- Pensioner Education Supplement (PES)
A customer cannot receive PES and LLNS at the same time.
Education Entry Payment (EdEP)
Some customers participating in SEE may be entitled to receive EdEP in addition to LLNS, if they meet all the other eligibility criteria for EdEP. Participation in SEE is not an automatic qualifying activity for EdEP. Qualification depends on how the study component of SEE is structured.
Early School Leavers (ESL)
Full time SEE is an approved activity for Early School Leavers. It satisfies mutual obligation requirements for ESL Youth Allowance (job seekers) customers.
ESL Youth Allowance (job seekers) identified as eligible for a referral to SEE, are exempt from RapidConnect. They must still be referred to Workforce Australia within 14 days.
Support for child care
Customers participating in SEE may be eligible to claim child care assistance under Additional Child Care Subsidy (ACCS) (Transition to Work).
Adult Migrant English Program (AMEP)
SEE and AMEP are similar but separate programs. They cannot be done at the same time.
AMEP focusses on delivering English language training to eligible migrants and humanitarian refugees to assist with their settlement in Australia.
A customer who is eligible for both programs can be referred to SEE while participating in AMEP. It is the customer’s choice whether they continue in AMEP or move to SEE. If they choose to move to SEE, they are exited from AMEP automatically. It is preferable that a customer attains their basic English language goals in AMEP, before they move to SEE. This will ensure they are not at a language disadvantage in SEE.
Employment Services and other providers
Customers connected to the following providers will continue in these services for the duration of their participation in SEE:
- Workforce Australia
- Community Development Program (CDP)
- Disability Employment Services (DES)
- Australian Disability Enterprises (ADE)
- Parent Pathways
- Workforce Australia - Transition to Work (TtW))
Providers may refer any person who attends their office to SEE training, regardless if they are in receipt of any type income support payment or not.
