Change of address for Assistance for Isolated Children (AIC) Scheme applicants or students 102-03010070



This document outlines what happens when applicants in receipt of AIC Scheme notify that they have changed or intend to change their home address or that of the AIC student.

Changing an address for AIC applicants or students

Portions of this process are done by AIC Scheme Smart Centre processing staff only.

AIC involves any of the following payments:

  • AIC Boarding Allowance (BA)
  • Additional Boarding Allowance (ABA)
  • Second Home Allowance (SHA)
  • Distance Education Allowance (DED)
  • AIC Pensioner Education Supplement (PES)

Service Officers must ensure to complete all updates and coding on AIC records in the ISS system. Use the Service reason ‘SVAIC’.

When an applicant advises:

  • a change to the student's term address only, go to Step 12
  • a change of theirs and the student's address (for example, principal family home):
    • on the applicant’s record, update the Address Details (AD) screen, Accommodation (AC) screen, and Telephone Details (TD) screen
    • the system will create a Manual Follow-up (MFU) on all AIC student records attached to the applicant for the AIC Smart Centre to action address updates

Change to student's living arrangements + Read more ...

Changes to a student's living arrangements will generally cause a change of allowance or rate.

Phone contact: Typically done by Smart Centre staff. Staff may complete this step if they are trained. For staff not trained in AIC Processing, if the customer is advising of a change in circumstances:

Use Fast Note - select Auto text, use Students, ABSTUDY and Apprentices > AIC > AIC update action DOC.

Service Officers must include:

  • relevant dates the applicant advises the change in circumstances occurred, and
  • details of the new circumstances

This will create an open work item for AIC Processing staff.

Processing Team: Typically done by specialised processing teams in a service centre or Smart Centre. Unless otherwise stated, staff may complete this step if they are trained. For AIC Processing staff, contact the applicant by phone if required. Ask for the details of the student's new circumstances. Go to Step 3.

Action any Manual Follow-ups (MFUs) + Read more ...

Processing Team: Typically done by specialised processing teams in a service centre or Smart Centre. Unless otherwise stated, staff may complete this step if they are trained.

For Assistance for Isolated Children (AIC) Scheme Smart Centre Processing staff only.

On the student’s record, update the Address Details (AD) screen, Accommodation (AC) screen, and Telephone Details (TD) screen to match the applicant’s details.

Check if the student still meets an AIC isolation condition in relation to the new principal family home address.

The applicant may still be eligible for a payment under the AIC Continuity of schooling concession where:

  • the family has a new address (for the principal family home), and
  • the student no longer meets one of the AIC isolation conditions

For example, family has moved to a non-isolated area.

This concession applies where the student remains eligible for the living arrangement/ allowance they are currently receiving and continues to:

  • attend the same school, or
  • be enrolled at the same distance education institution

Staff must contact the customer if they need more information to determine ongoing eligibility to payment. See Table 1 Step 4 Customer contact in Suspension of payments of Assistance for Isolated Children (AIC) Scheme. The Resources page has some AIC Continuity of schooling concession examples.

Cancel the AIC Application + Read more ...

Cancel the AIC application from the date the principal family home address was changed.

Record details on a DOC. Include all relevant Act and AIC Guidelines references.

Check student's circumstances + Read more ...

Processing Team: Typically done by specialised processing teams in a service centre or Smart Centre. Unless otherwise stated, staff may complete this step if they are trained.

For Assistance for Isolated Children (AIC) Scheme Smart Centre Processing staff only.

If the student:

  • attends the same school or is still enrolled at the same distance education institution and has had no change in their term living arrangements, go to Step 6
  • is now studying by distance education, go to Step 8
  • is now boarding away from home, go to Step 9
  • is now living in a Second Family Home, go to Step 10

  • Yes, on the EIC Isolation Details (EIID) screen code:
    • Event Date: date of change
    • Nearest Approp Govt school
    • Distance from home to
    • Deemed Isolation: no update required
    • leave all other fields blank
    • select ‘I’ to insert new details
    • record decision on a DOC
    • go to Step 13
  • No, go to Step 7

Student no longer meets isolation conditions and attends same school or is still enrolled at the same distance education institution and has had no change in their term living arrangements + Read more ...

Processing Team: Typically done by specialised processing teams in a service centre or Smart Centre. Unless otherwise stated, staff may complete this step if they are trained.

For Assistance for Isolated Children (AIC) Scheme Smart Centre Processing staff only.

Tell the applicant the student continues to be eligible for the AIC under the continuity of schooling concession to the end of the year (or the end of the following year if in Year 11 and continuing to Year 12).

On the EIID screen code:

  • Event Date: date of change
  • Nearest Approp Govt school: code appropriate government school closest the new home address
  • Distance from Home to the Nearest Approp Govt School: 99 kms
  • Distance from Home to School Attended: 99 kms
  • Deemed Isolation: COS Continuity of schooling
  • leave all other fields blank
  • select ‘I’ to insert new details

To ensure that AIC does not continue beyond the current year, on the EIID screen code:

  • Event Date: where COS applies to:
    • current year, code 01/01 of the following calendar year
    • end of Year 12, code 01/01 for the year after completing Year 12
  • Deemed Isolation: leave blank
  • Select ‘I’ to insert new details

Check Distance Education Allowance (DED) eligibility + Read more ...

Check if the student is eligible for Distance Education Allowance (DED).

Update details on the EILA, EDC and EIID screens, as relevant.

Updating the TER address + Read more ...

Processing Team: Typically done by specialised processing teams in a service centre or Smart Centre. Unless otherwise stated, staff may complete this step if they are trained.

For Assistance for Isolated Children (AIC) Scheme Smart Centre Processing staff only.

If the student has changed the term address update the TER address on the Address Details (AD) screen on the student’s record.

Go to Step 13.

Update the Payment Instruction (PIPI) screen + Read more ...

Processing Team: Typically done by specialised processing teams in a service centre or Smart Centre. Unless otherwise stated, staff may complete this step if they are trained.

For Assistance for Isolated Children (AIC) Scheme Smart Centre Processing staff only.

On the student’s record, go to the address on the PIPI screen:

  • Select the Default Payee
  • Update the Payment Instructions Payee Details (PIPD) screen with the new address and Payee and account details (if necessary)
  • Applicant Field:
    • Code a 'Y' for letters to be sent via the address coded as HOME or POS on the Address Details (AD) screen
    • Code a 'N' for a letter to be sent to the third party
  • Finalise the activity on the Assessment Results (AR) screen
  • Record details on a DOC. Include any relevant Act or AIC Guidelines references

Letters being issued to a third party will show payment dates and rates.
