Using consolidated revenue to repay funds 277-04260030
This document outlines information about:
- manually issuing/returning funds and creating consolidated revenue debts when the Registrar has a legal obligation to refund incorrectly collected amounts to a third party
- identifying debts arising in circumstances that require escalation
Incorrectly collected amounts from third parties
This refers to some of the following circumstances:
- When funds were collected from a third party but should not have been
- When funds were collected from a third party, but they were disbursed incorrectly
- When funds have been intercepted using legislative collection powers and must be returned for a lawful reason
Partial offsetting of carer’s debts against maintenance liabilities
Cuba previously used a system workaround to allow for payees to partially offset a carer’s debt owed to the payer against money collected from the payer that would have otherwise been paid to them.
This workaround has stopped.
This was used when payees wished to service their carer’s debt by offsetting but, could not afford to go without money for the time needed to repay it by offsetting with 100% of their entitlement. See the Process page for guidance on handling and/or escalating these circumstances.
